I would check with Claude Sinclair. He makes quality ones.
Frankly, I would just buy one from Jan Berger at Lederarsenal and be done with it, you can't beat the quality or service versus the effort in trying to make one.

It rains at events? What is this wet of which you speak.
Roll with the wet. You'll dry, so will your stuff. Heck, I dry every morning after I shower.
Watch the "nets" there's good used stuff popping up all of the time. If I had to by one, I'd pick Sinclair or Sekela. Your mileage might vary.
