Front strap is the short on, it goes in the top ring of the scabbard, long strap goes in back and attaches to the bottom ring. Enlisted belts use a brass button sort of thing and officer's belts have a variety of hardware. A photo of your belt would help to get more detailed help.

The straps will go through the rings that are on the saber scabbard. The short strap is the front one goes in top ring closest to the hilt, the long strap is the back one goes in the bottom ring.

If your ever mounted, your saber should hang by the straps, while dismounted it should hang from the brass hook that's in the ring where the short strap is attaches to the belt by the scabbard ring closest to the hilt of the saber. I'd attach a pic, but as of yet, I'm still restricted from posting such helpful visual aids.

While walking with your sabor, you should hold it by the scabbard with the tip of the sabor to the front slanted slightly forward, but not sticking out further than you feet when they touch the ground, with the handle of the saber behind you left elbow or forearm. This is mainly to keep it from swinging around as you walk and tripping you.
