What makes some people able to come through catastrophes and others, apparently just as able, strong and brave, go under? It happens in every upheaval. Some people survive; others don't. What qualities are in those who fight their way through triumphantly that are lacking in those who go under...? I only know that the survivors used to call that quality 'gumption.' So I wrote about the people who had gumption and the people who didn't."

Sounds like the two political entities never had a meeting to discuss and the borough just assumed the school district would just go along with whatever. I am sure some meetings between the two would have allowed a Lincoln Statue at an agreeable location. In a nutshell each consider them selves their own fifedom which is quite common in Pennsylvania governing bodies of which there are two many.

Next thing you know, those people will decide they don't want a statue of Perry Como in the middle of town either.
