Here is a lucky soldier in the 34th Mississippi who was issued a Whitworth rifle and telescope in April 1863...notice what the rest of his comrades are being issued.....
Some were, by no means all of them. I've seen the ordnance records issuing power, lead, & cartridge paper to units in the field.
Casting bullets was rare, but did happen, especially early in the war on the Confederate side, mostly in the Western and Trans-Mississippi theaters where you have a lot of shotguns and "country"...

Are you talking about a Whitworth rifle? They were issued with brass scopes from time to time. But not the regular Enfield.
