some windex like window cleaner got spilled on my wool sackcoat! Does anyone know how to get it out?

Cool water soak--NOW.
Likely its going to take some color out of the coat.
As usual, run water first and place in to soak--do not run water directly on coat. Do no wring or twist.
Work stain with your fingers if its still in there in an hour. Dry flat, in a well ventilated shady area.

there is no stain just an amonia smell

Just let it air out now.After a few days,the smell should be gone.

some got onto some pants. will there be anything residual from the cleaner that would cause a rash?

Only if you're allergic to a component of it. Otherwise, no. Just let 'em air out in a well ventilated area.
If your trowsers are like mine, any stain is soon covered over by another stain. No, I do not mean in the direct front or seat areas. ;-)
