Foot Pattern Great Coat

I am wanting to order a US foot pattern great coat. If wear a 40 regular, should I order a size larger, as this coat is to be worn over the uniform?

I wear about the same size also. I purchased a sz. 40 great coat a while back and its a bit tight around the shoulders. This impedes my arm movement dramatically. But I give up comfort for warmth. I would recommend a size larger. Hope this helps.
