Would it be appropriate for a 2nd sgt. to wear a sack coat in battles?
Sack coat was the fatique/utililty uniform.

Unless you're a "bandbox soldier," why wouldn't it be?

There is no record (that I have seen) of 2nd sgts being prescribed a specific uniform.

If the unit was last issued sack coats of course. As far as I know, the Quartermaster Departments of both armies did not issue uniforms with rank already attached nor specific uniforms for specific ranks. NCO's were issued the standard replacement uniform and then transferred their rank over. Just think of the logistical nightmare that would have caused if they had had separate issues.

A longer answer might would involve the specific unit, time, and place of the impression?
Meaning, while "most" Federal units seemed to have gone with the fatigue blouse, others went with the dress coat, and others "drifted' back and forth over various issuances. (and some turning then in for "Summer" and getting blouses, and then getting dress coats for the Fall agian.)
A fatigue blouse can easily be a very PEC, if not generic, choice...

I didn't know sergeants wore dresses in the field.
