I debated on where to post this, but General discussion won. I have never seen the reverse of a Pennsylvania national flag canton before. Does it have a mirror image of the PA seal and stars?

Rachel -
Check out the Pennsylvania State Capitol preservation web page and its section on the Civil War Flags. There is contact information for the preservationists and historians working on this project and they should be able to answer your questions. http://cpc.state.pa.us/cpcweb/flags_tours.jsp

Rachel:
The simple answer is "yes". The reverse side of the colors does have a mirror image of the Pennsylvania arms/seal of the obverse side.

Thank you Bob! What is the complicated answer? Im assuming the regiment number and such is mirrored also?

Actually, no, the regimental number/identification (ex- 72nd Reg't. P.V.) only appears on the obverse side. To paint a mirror image on the reverse side, it would read in reverse or backwards, and thus, it appears only on the front/obverse side.
In addition to Robert Mosher's excellent recommendation, I'd like to add that if you have an interest in Pennsylvania's battle flags, try to get your hands on the two volume set of "Advance the Colors: Pennsylvania Civil War Battle Flags" by Richard A. Sauers and published by the Capitol Preservation Committee. Lots of good info on State colors and Regimentals contained within.
Respectfully,
