Thanks for pointing that out! I hadn't heard about it, so I googled the Act mentioned and a lot of references popped up. This one in particular from earlier this month expands on the Washington Times story somewhat:

"Already, large segments of the target property already have been acquired by nonprofit groups. For example, the Civil War Preservation Trust has acquired about 2,000 acres in Dinwiddie County, the Conservation Fund also has bought some of the property, and the Isaak Walton League has obtained conservation easements on some of the land."

Hope this one goes through--Virginia is a high growth state. If these sites aren't protected now, they'll be gone in no time.
