I am starting to think about my next project and was wondering if anybody knew where Mr. Sekela gets the wool he uses for his frock coats?
I am not looking for criticism or unwanted advice just a source if known.

He has it produced for him at great expense and is one of the most closely guarded secrets in all of martial history....

I figured as much, it is a very nice color, oh how I would love to have like 5 yards of it.

There are a couple of sources out there that will get you close. Hainsworth out of England, and Needles and Thread in Gettysburg, who carries Hainsworth and other finer cloth. Its pricey, but available...

A long while back it seemed that I was able to buy the cloth directly from NJS. However, not being able to pick it up as planned eventually kept me from purchasing it.
I'll echo Ross's advice. Call Needle & Thread and request samples of dark blue cloth suitable for your project. They should regularly stock Hainsworth, Woolrich, County Cloth, and Pendleton yardgoods, all of which would be suitable for a Federal frock depending upon the quality. If you do not want to pay a mark-up for it, you could contact County Cloth directly.
